Sanctioned Kinahan Cartel Lieutenant Surfaces at Dubai Padel Club

Open-source investigation locates senior organized crime figure at recreational facility despite international financial sanctions and Interpol notices.

A lieutenant in the Kinahan organized crime syndicate has been identified playing padel at a Dubai sports club, according to an investigation by Bellingcat and The Sunday Times. The individual is subject to international sanctions and law enforcement notices.

The padel club, located in western Dubai, markets itself as part of modern wellness culture with climate-controlled courts and Friday evening tournaments offering cash prizes. The sport has grown rapidly in recent years, particularly in Gulf states.

The finding underscores persistent challenges in enforcing financial sanctions and travel restrictions against high-value organized crime targets who relocate to jurisdictions with limited extradition frameworks. The Kinahan cartel has been designated by U.S. Treasury's Office of Foreign Assets Control, which prohibits American persons from conducting transactions with sanctioned individuals and freezes any U.S.-based assets.
